Italian authorities set up test centres for professional drivers at the Italian-Austrian border
Austria-Tyrol: Professional drivers traveling to Germany via Austria must show a negative test result within 48 hours of entering Tyrol from Italy (Brenner Pass, Col de Reschen, Innichen Pass).
Italy has set up testing centres near the Brenner pass to ease the queues.

The following categories of persons are exempted from the mandatory measure of presenting a molecular PCR-type test with a negative result for SARS-CoV-2 virus infection: persons transiting the territory of the Republic of Bulgaria; bus drivers engaged in international passenger transport; drivers of trucks carrying out international transport of goods; naval crew members; members of aircrews flying to and from public airports in the territory of the Republic of Bulgaria and similar technical personnel; cross-border workers.

Persons who enter Denmark in connection with the transportation of freight are exempt from the requirement to take a test – except if the person is residing in the United Kingdom or South Africa, in which case, the traveler must present proof of a negative COVID-19 test taken no more than 24 hours before entry.

Any road haulier arriving from abroad by sea directly in France, except for those arriving from the European area and the United Kingdom must present before boarding, and to the border control authorities:

– the result of a “RT-PCR-COVID” virology screening test conducted less than 72 hours before departure which is negative for infection by Covid-19.

– A European certificate for workers in the international transport sector.

– A sworn statement (Download it here) confirming that he/she:
o has no symptoms of COVID-19 infection;
o has no knowledge of having been in contact with a confirmed case of COVID-19 during the 14 days prior to travel;
o agrees to take a virological screening test for SARS-CoV-2 upon arrival in the national territory;

Prime Minister Kyriakos Mitsotakis has announced that the entirety of Thessaloniki is in a semi-lockdown. Registered as a level 4 threat, a curfew has been imposed in the city between 12:30 AM and 5:00 AM. Schools and shops will remain open.
Ioannina and Serres have also gone into lockdown, albeit less strict. On top of the same curfew, all public and private gatherings have been suspended, as have been the operations of cultural and hospitality venues. Not only that but travel outside of these regional units has also been banned while the lockdown remains in place.
Lorry drivers should nonetheless be exempt from the travel restrictions.

From 11 nov, Curfew will kick in at 8pm – 4 hours earlier than it is currently. Those who need to be out of their homes for work reasons are exempt. The changes apply from 00:00 on 11th November (wednesday) for 30 days.

Exemptions from testing requirements:

– People who are travelling in the course of their duties and are an international transport worker in possession of an annex 3 certificate, the driver of a heavy goods vehicle or are aviation crew or maritime crew. The exemption also apply to the filling for the PLF (Passenger Locator Form).

According to the Decree of 4 March 2021, road transport professionals arriving going to France by sea directly from Ireland are no longer required to present a negative PCR.

However, you should have the declaration on your honour.
Please note that any road haulier who arrives on the french territory must present a European certificate for workers in the international transport sector.

Any road haulier arriving from Ireland by sea directly in France must present before boarding, and to the border control authorities:
The result of a virological screening test enabling the detection of SARS-CoV-2 (antigenic test) or an “RT-PCR-COVID” virological screening test conducted less than 72 hours before departure which is negative for infection by Covid-19.
A European certificate for workers in the international transport sector.
A sworn statement confirming that he/she:

Road hauliers coming from abroad who are not in possession of a Covid Green Certificate (or other certificate recognised as equivalent):

– drivers are only authorised to access designated loading and unloading places, providing that unloading operations are carried out by other personnel.

– The obligation to fill the Passenger Locator Form (PLF) before departing towards Italy is extended until 15 December. The PLF should be presented when undergoing controls by the competent authority in digital or paper format.

Obligations for travelling personnel entering or passing through Italy
Professional drivers entering or passing through Italy and who have spent more than 12 hours in Austria in the 14 days prior to arrival in Italy must present, in case of control, a result of Negative test (PCR or antigen) less than 7 days old. The certification must be presented to the authorities in case of control.

The Dutch authorities decided last week that all catering establishments must be closed at 10 p.m. At 9 p.m., they cannot serve new customers. This measure associated with the coronavirus pandemic also applies to roadside restaurants. At the same time, the restaurant stresses that toilets will be available around the clock, according to the Dutch transport portal.

Workers in essential services, such as drivers involved in the transport of goods and passengers by road are excluded from the testing obligation (even if coming from countries classified as high risk level), if they present the COVID Certificate of vaccination or recovery.

Anyone entering in Portugal without a Digital Certificate of vaccination, recovery or testing will be notified by the authorities to carry out a COVID test, at a location indicated by the local health authority. This place must be located within a radius of 30km from the place where the inspection is taking place and the tested citizen must wait for the respective result. Cost of the COVID test must be paid by the citizen. Anyone refusing to carry out this test will get a fine.

The Spanish Government have declared the state of alarm until December (at least). That means, among other things, Spain imposed a Curfew from 23h00 to 06h00 in all Spanish territory.

Freight workers who are actively engaged in freight movements will remain exempted from PCR testing, but will continue to follow the mandatory lateral flow testing requirements that have been in place:

– A FULLY vaccinated driver arriving in the UK and staying for more than 2 days will be required to take and report a lateral flow test. More detailed information here.

– UNVACCINATED drivers will need to continue to do the 3 tests in 10 days, using home testing kits and reporting findings.

– Drivers who are travelling back and forth multiple times a week, so potentially are not in the UK for more than 2 days until they take their rest, should be testing every 3 days.

– EU companies involved in UK cabotage operations and making use of the 14 day period for unlimited cabotage movement, should note that those drivers WILL need to test at least once (day 2) if fully vaccinated, and 3 times ( day 2, day 5 & day 8) if not vaccinated and staying for the full period.

– Drivers who are not actively working and been out of the country, but return from holidays or other personal visits will have to following tourist travel COVID requirements, meaning PCR testing etc.

– The driver exemption to use lateral flow tests will not apply under tourist travel, neither will the exemption not to have to do a UK Passenger Locator form, which active international drivers are exempt from doing now.

From April 6, hauliers arriving in England from abroad will need to take a COVID-19 test if they are staying more than 2 days. They need to take the first test within the first 2 days,then further tests every 3 days.You do not need to take a test if you will be in England for 2 days or less.You are recquired to complete a passenger locator form

Coronavirus (COVID-19): jobs that qualify for travel exemptions applies to drivers of goods vehicles and other employees of community license holders for the international carriage of goods.
– You will need to complete the passenger locator form before you travel to the UK.
– You will not need to self-isolate.
– You’ll need to show that your travel is part of your job, for example a letter from your employer, a consignment note or your operator’s license.
