Vehicles up to 3.5 t: French requirements about LIC (individual control book) and posting of drivers.


According to the French Transport Code, all drivers driving vehicles up to 3.5 t  or passengers’ vehicles with maximum 9 places, including foreign drivers posted to France, must keep an individual control book (LIC) in the vehicle and provide it to officers in case of controls.


What is an individual control book?

The individual control book (in French, “Livret Individuel de Contrôle” – LIC) has to be used to register and control drivers’ working and rest hours, according to Art. R 3312-58 of the French Transport Code.

The so-called LIC should mention the driver’s daily working hours thanks to daily records issued and signed by the driver himself.


LIC must contain the following mandatory information:

• Working hours other than driving, if any;

• Time spent on the vehicle without driving, in case of multiple staff in the vehicle;

• Rest hours, lunchtime, breaks (start and end time).


Drivers for transport of good driving vehicles up to 3.5 t and drivers for passengers’ vehicle with maximum 9 passengers must keep LIC available in case of control.

It is up to the driver to fill his own LIC daily. The employer is responsible for the respect of working and rest hours, he must check drivers’ LICs, issue and sign weekly, monthly and quarterly reports.

In any case, an individual LIC cannot be modified by the employer without the prior consent of the concerned driver.

The fact of not having a LIC in the vehicle may lead to administrative fines.


Which are the obligations concerning the posting of drivers for vehicles up to 3.5 t?

It is recalled that foreign drivers of vehicles up to 3.5 t are also obliged to have their SIPSI posting certificate in the vehicle and SIPSI certificate can be checked by the authorities during road controls.
