Italy: COVID-19 measures applicable as of 15 October 2021

Italy has introduced an obligation to provide Covid Green Pass, a certifying that a person is vaccinated, has recovered from Covid or has negative Covid test from previous 48h, for all workers of any sector of activity starting from October 15, 2021.

Despite this obligation, the Government has clarified that road hauler from abroadwho are not in possession of a Covid Green Certificate known also as health pass in other countries, or other recognized as equivalent, will be entitled to carry out their activities in Italy, although it is specified that drivers will only be authorized to access designated loading and unloading places, providing that unloading operations are carried out by other staff members.

Filling of the Passenger Locator Form (PLF) in digital format before departing towards Italy remains mandatory.

This clarification was eventually published yesterday 14th October 2021 by the Government, after being questioned and alerted by Italian and foreign transport associations about the critical and risky situation of shortages in case of truck drivers’ interdiction to work.  

A reminder of EU Digital COVID certificates’ (EUDCC):

Anyone who has an EUDCC can enter Italy without being subject to testing or quarantine, at the condition that their certificate contains either:

  • Proof of vaccination
    Validity: at least 14 days after the end of the prescribed vaccination cycle (after the second dose, or a single dose for the Janssen/Johnson&Johnson vaccine).
    Accepted vaccines are: Pfizer BioNtech, Moderna, AstraZeneca/Oxford, Johnson&Johnson/Janssen.
  • Proof of recovery from COVID-19
    Validity: 6 months from the positive swab.
  • Negative result to a COVID-19 test 
    Both PCR and Rapid Antigen tests are accepted.
    Validity: 48 hours.
