The European Parliament was due to vote today on the Mobility Package. However, this did not happen. The vote was canceled last night, after Antonio Tajani, President of the European Parliament has decided that the draft of the Mobility Package will be referred back to the Committee on Transport and Tourism, as a result of pressure from Polish MEPs.
The argument which led to the removal of the vote from the agenda of today’s session of the European Parliament was the fact that MEPs had to vote on 1600 amendments, which were submitted to the attention of MEPs too late to have the proper discussion before voting on them.
During today’s debate in the European Parliament, each MEP spoke the need to return back to the next plenary session of the European Parliament due to the complexity of the Mobility Package.
Due to the Eastern and Western Europe’s vision about this matter, it seemed once again today that MEP’s will have a hard time finding an agreement about cabotage, driving and resting times and the lex specialists for the posting of drivers’ common rules. The complexity of the matter is, to a large extent, to find a balance of interests between the protection of the common transport market and the protection of the interests of drivers.
In conclusion, the rules for posting drivers across Europe remain the same as of today and until further discussion of the Mobility Package by the European Parliament.

Tak się jednak nie stało. Głosowanie zostało odwołane wczoraj wieczorem, po tym jak przewodniczący Parlamentu Europejskiego Antonio Tajani zdecydował, że projekt pakietu mobilności zostanie odesłany do Komisji Transportu i Turystyki, pod naciskiem polskich posłów do PE.
Argumentem, który doprowadził do wykreślenia głosowania z porządku dziennego dzisiejszej sesji Parlamentu Europejskiego był fakt, że posłowie musieli głosować nad 1600 poprawkami, które zostały przedstawione posłom zbyt późno, aby mogli przeprowadzić właściwą dyskusję przed głosowaniem nad nimi.
Podczas dzisiejszej debaty w Parlamencie Europejskim każdy z posłów mówił o konieczności powrotu na kolejną sesję plenarną Parlamentu Europejskiego ze względu na złożoność pakietu dotyczącego mobilności.
Ze względu na wizję Europy Wschodniej i Zachodniej w tej kwestii, po raz kolejny wydawało się dzisiaj, że posłowie do PE będą mieli trudności ze znalezieniem porozumienia w sprawie czasu kabotażu, jazdy i odpoczynku oraz specjalistów od lex w zakresie delegowania kierowców na wspólne zasady. Złożoność tej sprawy polega w dużej mierze na znalezieniu równowagi interesów między ochroną wspólnego rynku transportowego a ochroną interesów kierowców.
Podsumowując, przepisy dotyczące delegowania kierowców w całej Europie pozostają takie same jak obecnie i do czasu dalszej dyskusji nad pakietem mobilności w Parlamencie Europejskim.
